Do I have a chance at getting into Texas State University?

This upcoming year I'm going to be a senior at a really high rated technology school, but my grades aren't that great. I will be graduating with 27 credits I think and also some college credits. I don't have any community service hours because I work in my free time. Also the last time I checked my unofficial GPA was a 2.42 and it might have gone down because of my last report card. My taks scores are always really good and on my PSAT I got almost a 1500 so I'm pretty sure i'll do well on the actual one. Also I'm half German and half Bosnian and fluently speak Bosnian (idk if that matters)
